All Means Necessary

The campaign goes behind closed doors, and this is the boldest swing on the record, and it mostly connects: a spy-rock playlet in E minor that stages a backroom deal as musical theater, with the two voices, a gravel-baritone campaign man and a clear-accented visitor, trading lines like chess moves before the low ensemble drops into that vocoded refrain. The pre-choruses do the real heavy lifting here, where the writing tightens into something almost liturgical: “No handshake for the camera / No signature or seal / No promise spoken plainly / No term a court can feel.” Rose’s central conceit, that the modern con isn’t rigging the count but rewriting the counted, lands hardest in verse two: “We can show each man a country / Built exactly from his fear.” At nearly six minutes it asks patience, and the long dialogue stretches lean more on your ear for the theater than on hook or melody, so this plays better as a headphone piece than a room-filler, a deliberate cooldown after the arena lift of I’m In. The final flourish, that eager “Doctor, congratulations” giving way to Hail to the Chief, is the kind of cold last laugh Rose has always been good at. Not the most immediate cut on the album, but for the faithful it rewards the sit.

Lyrics

The nomination is secured The polling is not The polling is wrong It may be That is not presently useful How far behind Far enough to need a friend who does not require friendship

Your office is difficult to find That is why it remains mine I came without the papers You came with every paper your country has written about you They say I’m losing They say many things I will be better for your country than the woman running against me You will be better for mine than for yours

That sounds like agreement It sounds like arithmetic No handshake for the camera No signature or seal No promise spoken plainly No term a court can feel A favor without language A debt without a date A door opened from elsewhere Before the ballots close

All means necessary No method bears a name All means necessary No witness sees the same Change what they encounter Choose what reaches whom All means necessary And leave the choice inside the room

We can purchase little arguments And place them in the proper towns We can turn a rumor sideways Until honest hands pass it around We can make two neighbors certain They have never shared a street We can lift the weakest story And place it underneath their feet We can show each man a country Built exactly from his fear Then show another man beside him A different country just as clear Can you change the count Why change a count when you can change what makes a person count The campaign is no longer trying to persuade the country It is learning to overwrite it No army crosses water No flag appears at dawn The weapon looks like preference The wound looks self-drawn A thousand private hallways A million separate rooms One hand adjusts the lighting And every voter calls it truth All means necessary No method bears a name All means necessary No witness sees the same Change what they encounter Choose what reaches whom All means necessary And leave the choice inside the room

When I win, we’ll speak as equals I respect a powerful man There are matters in the Eastern Hemisphere You wanted the throne I want what I have earned You want what can be taken And what do you want

The map

What price Not today What guarantee Your need What happens if I refuse You will not remember that you agreed I agree to nothing Good All means necessary No method bears a name All means necessary We never met to make a claim Change what they encounter Choose what reaches whom All means necessary I will collect when there is no other room

Doctor, congratulations We haven’t won That is now a technical detail (Hail To The Chief plays)
